Was that a "de-regulated" Chinese owned and operated chemical plant on the Elk River in West Virginia that contaminated the water to six west Virginia counties?   P3

it was inept government that was behind the spill. The owners broke no laws. Govt officials noted that the site of the spill has not been subject to a state or federal inspection since 1991. Even so, that is not against the law. West Virginia law does not require inspections for chemical storage facilities — only for production facilities. It's hard to 'de-regulate' when there are no regulations in the first place! That situation may soon change.
