3rd grade and reading

There is much legislation being considered to have a state or national reading test for 3rd graders.  Why?   The popular phrase is, "up to 3rd grade you learn to read, after 3rd grade, you read to learn".  Many schools, like Detroit, pass them up irregardless of reading skills, which creates a problem for the students as how can you learn, if you can't read.  You can learn some things from experience, but I would not hire you without reading skills.  So, would this be a good test and law?  Teachers??
