 LI in 1998 and moved to Dearborn. Ken and Sherryl Painter-Leedy are the 
 co-owners.&nbsp\; After a short stay at a small office on Howard Street\
 , DECS moved to its' owners' home and became a home-based business.&nbsp
 \; DECS personnel staff an office at Detroit Wayne County Metropolitan A
 irport and handle the FAA testing requirements for Delta Airlines' regio
 nal carriers.\nIn addition\, DECS administers the testing program for th
 e majority of school districts in Oakland county.&nbsp\; Long time resid
 ents may recall Ken Leedy as the senior advisor for Dearborn Police Depa
 rtment's Explorer Post 1177 and the voice behind Dearborn's annual ice s
 how from 1976 to 1987.&nbsp\; His wife\, Sherryl\, is a former civilian 
 employee of the Dearborn Police Department.
